Gravity welcomes Stuart Houlet to the to the Team

This is Gravity (TIGL) are pleased to share the announcement that Stuart Houlet MRTPI, Associate Director at PCL Planning has joined Gravity to provide a Head of Planning Services role, focussed on facilitating the delivery of the planning objectives for the Gravity Project and in particular supporting the implementation of the Gravity Local Development Order (LDO).

Stuart brings a wealth of experience following a successful 25-year planning and management career in local government, including substantial planning policy, development management and major project experience. He led Sedgemoor District Council’s Planning Team for 10 years as Development Manager and subsequently Assistant Director. Whilst at Sedgemoor he was the Council’s planning lead on both the Gravity and Hinkley Point C projects.

Working closely with Claire Pearce and the core Gravity team, Stuart will be responsible for a range of planning tasks including oversight for LDO compliance matters, preparation and co-ordination of compliance applications and providing advice on planning process and procedures.

Local Development Order Delivery Group

This is Gravity Limited (TIGL) in collaboration with Somerset Council (SC) and delivery partners, are in the process of gearing up preparations for the implementation stage of the Gravity Local Development Order (LDO) adopted in February 2022 for the Gravity Smart Campus.

To assist with technical coordination the Gravity LDO Delivery Group is being restarted. This group which comprises statutory consultees and key delivery partners, helped to facilitate the preparation of the Gravity LDO between 2020-22. Each member of the LDO Delivery Group was responsible for providing guidance, technical input, working collaboratively and assisting in delivering specific activities associated with the site as appropriate.

The LDO Delivery Group will receive regular updates and briefings from TIGL, Agratas, the Council and delivery partners on what proposals will be coming forward, with a look ahead programme to help members of the group understand the potential forthcoming resourcing requirements to support the implementation stage.

This will inform further updates with the community and wider stakeholders through newsletters and site updates to ensure effective coordination and communication.

Gravity welcomes Government recognition of LDO as a Transformation Tool

Gravity welcomes the recognition of the use of a Local Development Order (LDO) to regenerate and transform brownfield sites in The Rt Hon Micheal Gove’s MP ‘Falling back in love with the future’ speech on the new national planning policy framework.

The speech highlighted the significance and underutilisation of the LDO as a dynamic planning mechanism to facilitate up-front planning permission to attract large-scale international investment and deliver positive change for communities. The Gravity LDO, adopted by Somerset Council, being singled out in the speech delivered at the RIBA.

The Gravity LDO consent comprises 1.1 million square metres of commercial floorspace, up to 750 homes, creating up to 7,500 jobs, regenerating a brownfield site and facilitating a new era of clean industrial growth.

Gravity Smart Campus honoured at the Planning Awards 2023

The Gravity Smart Campus, a 616-acre enterprise zone expected to generate up to 7,500 jobs, has been recognised at the 2023 National Planning Awards. The awarding ceremony, in its ninth year, was hosted at the renowned IET Savoy Place on June 8th.

This is Gravity Ltd, supported by consultants Stantec and the wider team received a Highly Commended commendation for the Gravity Local Development Order (LDO) under two critical categories:

  • Planning Permission of the Year Award
  • Promoting Economic Growth Award

These commendations highlighted the design, development of the planning application, and the successful adoption of the Gravity LDO, enabling strategic outcomes for the UK as well as local communities.

The LDO serves as a potent marketing instrument, attracting international inward investment and high-paying jobs, new supply chain opportunities, all underpinned with world-class training and education. Moreover, the adaptive planning framework facilitates the delivery of custom occupier requirements within set strategic and flexible parameters.

This is Gravity also extended heartfelt congratulations to Womble Bond Dickinson (UK) LLP for their distinguished Planning Award accomplishments. The firm clinched the ‘Planning Law Firm of the Year Award’, a testament to their outstanding legal contributions to the Gravity LDO and Compulsory Purchase Order, as well as other significant planning projects for other clients.

Gravity Local Development Order Adopted by Sedgemoor District Council

Gravity is delighted to share that the Gravity Local Development Order (LDO) was adopted by Sedgemoor District Council on 23 February 2022.

The LDO is a streamlined form of planning consent, ideally suited to the Gravity enterprise zone and will create a  marketing tool to attract investors to Sedgemoor, Somerset. Aligned with the priority to address climate change and contribute to transport decarbonisation, Gravity can offer up to 1.1 million square metres of advanced manufacturing space and associated facilities and enabling infrastructure, with the potential to create up to 7,500 jobs, and develop up to 750 homes as an integrated part of the smart campus.

Official consultation on proposed smart campus at Gravity is underway

Residents have until December 8th to give thoughts on proposals for a flexible planning process to support the creation of thousands of jobs

Sedgemoor District Council is today launching a formal consultation for a Local Development Order for the Gravity Enterprise Zone at the former Royal Ordnance Factory at Puriton. The Gravity Local Development Order will be a positive planning tool used to support investment and to bring forward the site’s transformation and deliver significant numbers of high-quality, skilled jobs for the local area.

The vision is for Gravity to be a smart campus and community that will create between 4,000 and 7,500 jobs, driving the UK’s shift towards a zero-carbon economy, and placing Sedgemoor at the very centre of the ‘clean’ growth revolution.

The formal consultation follows more than a year of engagement with the local community and businesses by Gravity about the proposals in the Local Development Order. This sets high-level parameters under which development proposals are effectively granted planning permission provided they accord with the requirements of the Local Development Order. The range of permitted development and uses set out in the Local Development Order include advanced manufacturing, commercial and business use and supporting service, community, recreational and residential uses to assist in the creation of the Gravity smart campus.

Supported by the Local Development Order, Gravity is aiming to provide:

  • Thousands of new jobs in high value industries – advanced manufacturing- including electric vehicles and or battery manufacturing, smart technology, robotics, data, energy and other highly skilled sectors.
  • A Skills Charter to link local people to training and job opportunities.
  • A Business Charter to help local businesses respond to supply chain opportunities.
  • Homes to encourage our young people to stay, train and work locally.
  • Improved bus services, walking and cycling connections and potential new passenger rail and freight links to benefit Puriton, Woolavington and the wider region.
  • New leisure and open spaces to support health and wellbeing.
  • Continued work with local schools and education providers to build resilience, create training opportunities and inspire new careers.
  • New and improved infrastructure for transport, energy digital connectivity and utilities.

Gravity will be the South West’s largest commercial development with the potential to deliver substantial levels of jobs. Comments on the draft LDO are really important in helping to shape this opportunity to deliver widespread growth and prosperity to the local area. Gravity hosts first community webinar

Over 80 people attended Gravity’s first community webinar, held on 26 January 2021, to find out more about the project to create the UK’s first smart campus and community.

Entitled ‘Gravity: what’s next?’, the virtual event marks the start of an extensive process of engagement and consultation that will ensure what is proposed creates benefits for the local area and its communities. 

Speakers outlined the scheme, which is based on the site of the former Royal Ordnance Factory (ROF) between Puriton and Woolavington, and explained how it will be brought forward.

The session started with a presentation by Stuart Houlet, Assistant Director for Inward Investment and Growth at Sedgemoor District Council, about the site’s planning history and the need to adapt plans approved in 2017. Stuart discussed how an updated proposal for a ‘clean and inclusive’ Gravity was taking shape in in the context of the Somerset’s Climate Emergency Strategy and its green recovery and economic transformation goals.

Claire Pearce, Director of Planning and Economic Development at Gravity, set out the vision for Gravity with a focus on the project’s commitment to inclusive growth. Claire explained how Gravity will kick-start a new era of high-value employment in the area by attracting investment and new businesses. Claire also highlighted Gravity’s aim to work with schools and colleges to re-connect youngsters to education and work and create new training opportunities for people of all ages.

Jane Hirst, Director at Stantec, talked about the next steps in the planning process for Gravity and how the team’s improved proposals for Gravity will be set out. Finally, Social, Gravity’s public engagement consultant, detailed what to expect from the engagement programme and how people can get in touch with Gravity and share their views about the project to help shape the proposals.

The Gravity team presentation was followed by a question and answer session which saw a range of topics discussed, including; progress of the link road improving access to Gravity; the plan for a new cycle and pedestrian path between Puriton and Woolavington; job creation, post-16 education opportunities related to Gravity; and the scheme’s commitment to low carbon growth.
